To pay for the Iraq war, the U.S. Army has had to shift money around. It's been costly to improve protection on vehicles and helicopters, get the troops better flak jackets and obtain the latest types of night vision devices. To pay for this, planned upgrades have been delayed for MLRS (Multiple Launch Rocket System), Paladin 155mm self-propelled howitzer and Hellfire missiles. The rate of procurement for the High Mobility Artillery Rocket System (truck mounted MLRS). Purchase of 25mm airburst munitions has been eliminated and upgrades of human intelligence software has been delayed for a year. Several other projects were delayed or eliminated as well.
